COMPANY DISALLOWING UNION REMOVAL PETITION

I live in NC, a right to work state. Our union contract is about to expire. I did some research and found out there was a small window of oppurtunity to remove local union thru a petition signing. I displayed this paperwork in break area, not in work areas. I was told that management removed my paperwork and said I needed their "permission" to display material.Gave them copies of what NLRB website stated, that management CANNOT be involved in process or it would lead to charges filed by union.they are still refusing to return material or let me display items. What are my options?
